Explained: Kutaisi's Parliament

For a brief period, Georgia had two capitals--Tbilisi, which was the administrative capital, and Kutaisi, which was the parliamentary capital. The decision to split the government was widely praised by residents from Georgia's regions, but this decision later came to represent lavishness and excess in the wake of Georgia's successful reforms.

Why was the parliament moved to Kutaisi, and why did it return to Tbilisi?
