Mikheil Saakashvili delivered his speech at the George Washington University. Thomas Buergenthal the Director of the Doctorate Program in 1995-1996 was personally awarded by the President, former student of this program, with the Order of Excellence. Thomas Buergenthal is a former judge of the International Court of Justice and the Chairman of the Inter-American Court of Human Rights.
