The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of Programme Advisor in GIZ’s Programme: “Private Sector Development and Technical Vocational Education and Training in the South Caucasus”.

 

Location: Tbilisi, Georgia

Title of position: “Programme Advisor”

 

Responsibilities:

The advisor is responsible for

  • managing the area of dual Vocational Education and Training (VET) and other professional educational programmes for the Georgian construction sector that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups such as VET Colleges, construction companies, relevant business membership organisations, as well as the relevant line ministries
  • innovation and knowledge management

 

Tasks:

Advising the partner institution(s)

The advisor

  • assists and monitors the development and implementation of programme plans and activities with regards to the construction sector component in close consultation with counterparts
  • contributes to preparing and implementing the coordination process, joint programme activities and work at the local and national level
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s area of activity
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives

 

Networking and cooperation

The advisor

  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
  • supports the GIZ-internal exchange and cross-sectoral activities with other advisors in the programme and in existing Community of Practices (CoP)
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme

 

Knowledge management

The advisor

  • ensures knowledge transfer to programme information, especially regarding professional education and dual VET in the construction sector
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures for professional education and dual VET in the construction sector
  • draws up reports and presentation documents
  • prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists with research activities and studies on political issues which benefit joint programmes.

 

Coordination tasks

The professional

  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
  • prepares and coordinates the assignments of short term expert assignments in the construction sector component of the programme

 

Required qualifications, competences and experience

 

Qualifications

  • masters/MSc in an area that is related to the programme objectives, with a focus on a relevant field (e.g. construction specialist, civil engineer, educational specialist, economist, or other sector-relevant formal qualification)

 

Professional experience

  • at least 5 years’ professional experience in a position advising on professional education and vocational education and training in the construction sector

 

Other knowledge, additional competences

  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of English, additional German language is an advantage but not a requirement
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
